BridgeGap Panel: Assessing the Impact of EU Anticorruption Efforts: Insights from the BridgeGap Horizon Project

The last decade has witnessed unprecedented investment in anticorruption measures across the EU and its neighbourhood, marked by initiatives such as the EC Rule of Law Report and proposals to harmonise anticorruption regulations among member states. However, high-profile scandals at both national and EU levels raised questions about the effectiveness of these efforts. Has corruption decreased due to these measures, increased due to crises like the 2008 financial crash and the COVID-19 pandemic, or remained stagnant? Understanding the drivers behind these trends and identifying actionable solutions is even more challenging. Does EU regulation effectively control corruption, and where are the gaps in implementation?

Speakers:

Alina Mungiu-Pippidi, Professor of Comparative Public Policy at Luiss Guido Carli. She is the Academic Coordinator of the EU Horizon project BridgeGap and chair of ERCAS. Her latest publication is “Rethinking Corruption” (2023 – Edward Elgar).

Brigitte Unger, Chair of Economics of the Public Sector at the Utrecht University School of Economics and member of the Lisbon Council. She edited the volume “Combating Fiscal Fraud and Empowering Regulators” (2021 – Oxford University Press).

Iva Parvanova, Research Associate at LUISS Guido Carli. Her latest publication is “Framing of sensitive topics in surveys measuring corruption in healthcare” (Social Science & Medicine, Vol. 364)

Todor Galev, Director of Research at Center for the Study of Democracy. His latest publication is “Webs of Deceit: Online Information Manipulation Networks in Bulgaria and Romania” (2025 – CSD)

Natalya Chornohub, Head of Government Relations at YouControl. Her latest project “Follow the Money” is a pooled database to uncover financial flows and connections.
