How policymakers use our work

The Index of Public Integrity (IPI), created by our partner ERCAS in 2016, assesses a society’s capacity to control corruption and ensure that public resources are spent with integrity, illustrating the most important dimensions of this equilibrium through 6 components: Administrative TransparencyOnline ServicesBudget TransparencyJudicial IndependencePress Freedom, and e-Citizenship. Evidence from comparisons across countries shows that establishing effective control of corruption requires much more than the mere adoption of specific tools and strict legal regulations. It relies on a balance between a state calibrated to reduce the possibility of the abuse of influence and a society’s capacity to hold its government accountable.

The Transparency Index (T-Index), introduced in 2022, is a unique assessment of government transparency based on how much public information governments offer to their citizens. The T-Index score encompasses both de facto (actual availability of data online) and de jure (signature of treaties and implementation of laws) aspects of transparency. This index can be used as an important reference for business risk analysts as well as a tool for civic actors and transparency advocates around the world.

Periodically we receive updates on how policymakers utilize these indexes to assess corruption levels, enhance transparency, and implement reforms within their countries. ERCAS team engaged during January 2025 with the Library of the Chilean Congress (BCN) to support the drafting of a report on constitutional practices. Particularly, the BCN, the body in charge of providing non-partisan legal and technical support to parliamentary committees and caucuses in the Chilean Congress, issued a consultation report to provide members of parliament with an assessment of the constitutional regulation of anti-corruption policies in countries renowned for their effective control of corruption. The team supported the drafting process by advising on using the ERCAS Index of Public Integrity (IPI) and the Transparency Index (T-Index), which were used in the analysis.
