The Integrity Management Systems Barometer is an interactive self-assessment tool designed to help organisations evaluate the strength of their internal integrity systems. It allows companies, public institutions, and other organisations to reflect on how effectively they promote ethical behaviour, manage corruption risks, and embed integrity into everyday operations.
The tool guides users through a short diagnostic questionnaire covering four key components of organisational integrity management systems:
Belief Control Systems – Values and Ethical Culture
This section assesses how clearly an organisation communicates its integrity values and ethical expectations. It looks at issues such as codes of conduct, leadership messaging, ethics training, and whether employees understand why ethical behaviour matters for organisational success.
Boundary Control Systems – Rules, Policies and Procedures
These questions examine the formal rules that define unacceptable behaviour. The section focuses on internal regulations and compliance mechanisms, including policies addressing conflicts of interest, bribery, political contributions, money laundering, and other integrity risks, as well as the consistency of enforcement.
Interactive Control Systems – Engagement, Learning and Dialogue
This part evaluates whether organisations actively encourage dialogue about integrity risks. It considers whether employees have opportunities to raise concerns, whether secure reporting channels exist (such as whistleblowing mechanisms), and whether lessons from incidents are shared and discussed across the organisation.
Diagnostic Control Systems – Performance Monitoring and Metrics
The final section looks at how integrity performance is measured and monitored. It examines whether organisations track relevant indicators, integrate ethical conduct into performance evaluations, and report integrity outcomes to leadership and decision-makers.
After completing the questionnaire, the tool generates an overall integrity maturity score and provides a breakdown for each subsystem. The results are interpreted on a maturity scale ranging from Critical Risk, where integrity controls are largely absent, to Advanced, where integrity practices are embedded across the organisation.
By offering a structured diagnostic framework, the barometer helps organisations identify gaps in their integrity systems and supports evidence-based improvements in governance, compliance, and ethical culture.
